What is a good neighbor?
Pet Owners:
Please be a considerate neighbor and clean up the presents your pet may leave behind on your daily walks. Although your pets may be harmless the gifts left to litter the yards of neighbors as well as trails are not. Please take advantage of the doggy stations and trash receptacles located along the trails in Cinco to dispose of all “Doggy Bags”. Please note that disposal Items/Bags can be found at any of the pet stores in the area.
Dogs must be contained to the rear yard or confined on a leash held by a responsible person whenever they are outside per Article XII, Section 4 and County leash laws. Please put your dog on a leash when taking your daily walks, whether it is in your neighborhood, around the lakes or in and around the parks. This will help to avoid any confrontation with other dogs and/or any incidents with other residents taking their daily walks. This will help keep your pet safe as well. We all use these areas, please be considerate of others.
Trash Can(s)/Bag(s) and Lawn Clippings:
Please refrain from placing trash can(s), bag(s) and lawn clipping bag(s) to the curb prior to designated trash day. All trash can(s), bag(s) and other like items should be stored out of public view per Article XII, Section 8. Also, if a landscaping service maintains your lawn please have them remove the lawn clippings from the site or store them out of public view. Let’s work together to keep “Cinco Scapes,” appealing to all that see them.
Parking and Prohibited Vehicles:
Commercial vehicles, vehicles with commercial writing on their exteriors, vehicles primarily used or designed for commercial purposes, mobile homes, recreational vehicles, trailers (either with or without wheels), campers, camper trailers, boats and other watercraft, and boat trailers shall be parked only in enclosed garages or areas, if any designated by the Board or by the Neighborhood Association, if any, having jurisdiction over parking areas within a particular neighborhood. Stored vehicles and vehicles which are either obviously inoperable or do not have current operating licenses shall not be permitted on the Properties except within enclosed garages. For the purposed of this Section, a vehicle shall be considered “stored” if it is put up on blocks or covered with a tarpaulin and remains on blocks or so covered for fourteen (14) consecutive days without the prior approval or the Board. Article XII, Section 2b.”
Storm Drain Systems:
The storm drains within the communities are for the drainage of rain water, to prevent standing water and flooding of the streets. Please keep the streets, driveways and sidewalks clean and clear of debris and items that may wash into the storm drains to prevent clogging and flooding. The rain water from the storm drain system is not filtered or purified; this water runs into the bayous and from there can go into the lakes, streams, rivers and oceans. Although, grass is biodegradable when used as mulch when it is placed in the storm drains or allowed to wash down there the grass does not break down; in fact it actually clogs up the pipes. This in return can cause any heavy rain to fill the storm drains and overflow into the streets, in order to clean and unclog the storm drain system it actually cost tax payers money to clear debris from these systems. Please remember to pick up debris and other trash from sidewalks, streets and lawns to prevent clogging of the storm drain system.
Modifications Committee:
Any changes to the exterior of the home including removal/replacement of landscaping, temporary playhouses, trampolines, basketball goals and all modifications to the home itself, must be approved by the Modifications Committee. Deadline for your Modification application is the first Friday of each month. The meetings are normally held the third Tuesday of each month. Decisions on modifications are mailed to the Resident by the following week. Please contact our office if there are any questions regarding modifications.
Deed Restriction Team:
The Deed Team is in your neighborhood once a month enforcing the restrictions. The above mentioned restrictions are some of the most frequently noted violations. Please contact our office if you have any questions or concerns regarding any of these restrictions.

we are excited to announce the addition of the lifejacket
loaner program. Because GHPMI feels so strongly about this
program, we offer it to your community at our expense.
We will provide your swimming pool a station where lifejackets
will be kept. These lifejackets will be available for you
and your community members to check out and use during
your visit to the pool. The station will be equipped with
a range of lifejacket sizes, which should accommodate the
needs of most size children. While the availability of
a lifejacket should not replace learning to swim, we feel
that this program will aid you and your child as they transition
into a more water safe individual. We understand that this
transition happens at different ages for children, therefore,
feel it is necessary to offer a program that reaches out
to several age groups. Please join us this summer as we
look forward to providing your community a safer and more
educated swimming environment.

About Cinco Ranch HOAs and Amenities
With the opening of the new Community Center at Spring Green Blvd. and Springwood Lake Dr. coming up in May, We have received a number of inquiries from residents about who will be able to use this new amenity, based on where they live in the community. This post, therefore, will hopefully clarify the footprints of the two Home Owners Associations (HOAs) serving Cinco Ranch and how they affect resident use of access-controlled amenities such as the new Community Center. Like many large-scale master-planned communities, Cinco Ranch has more than one Homeowners Association, which has the benefit of giving homeowners a collectively stronger voice about issues affecting them closest to home in their individual neighborhoods. The Cinco Residential Property Association (“Cinco I”) includes all neighborhoods and amenities located east of Katy-Gaston Rd., while the Cinco Ranch Residential Association II (“Cinco II”) includes all neighborhoods and amenities located west of Katy-Gaston, where the majority of new-home construction is now taking place. Currently, members of the Cinco II HOA are entitled to use Cinco I HOA amenities, under an amenity sharing agreement which involved a payment made by Cinco II to Cinco I in order to cover the cost of the use. This agreement, which expires at the end of 2008, was a temporary measure to provide residents living west of Katy-Gaston with access to amenities, at a time when no facilities existed in the Cinco II HOA. The agreement was not designed to be for reciprocal use or payment by Cinco I to Cinco II, so members of Cinco I HOA will not be able to use their access cards at Cinco II HOA amenities such as the new Community Center. While this is the amenity-use situation as it currently stands, negotiations between the Boards of Directors of the two HOAs are actively under way to reach an overall amenity-sharing agreement whereby members of both Cinco Ranch HOAs will be able to use all access-controlled amenities within the community. It is not possible to say that any agreement reached by the Boards will be permanent, however, because future boards of either or both HOA could possibly decide to revise any agreement based on resident input at the time. We will post updates as they become available. In the meantime, regardless of which HOA residents belong to, they are welcome to use all non-access-controlled amenities throughout the community, such as trails, parks and playgrounds. |

Proper
Disposal of Prescription Drugs
Federal Guidelines from the Office of
National Drug Control Policy
- Take advantage of community pharmaceutical take-back
programs that allow the public to bring unused drugs
to a central location for proper disposal. Pharmaceutical
take-back programs are a good way to dispose of unused
pharmaceuticals. Call the Hazardous Waste facility in
your area for more information.
- Take unused, unneeded, or expired prescription drugs
out of their original containers and throw them in the
trash. Mixing Prescription drugs with an undesirable
substance, such as used coffee grounds or kitty litter,
and putting them in impermeable, non-descript containers,
such as empty cans or sealable bags, will further ensure
the drugs are not diverted.
- Flush prescription drugs down the toilet ONLY if the
label or accompanying patient information specifically
instructs doing so (see box).

Help Keep Our Street Lights On:
All Cinco Ranch residents pay a maintenance fee, a large part of which is spent on electricity to light our streets. Each streetlight costs the Cinco Ranch Associations approximately $30 dollars a month. This fee is billed to us whether the streetlight is working or not. If you see a streetlight burned out, please help us by getting an address, or intersection, & the number on the streetlight pole. You should fill out the form available at: http://cnp.centerpointenergy.com/outage
You can call this information to Centerpoint at 713-945-3213, but the electronic form is much faster as you won' be put on "hold". You can also report dim lights, leaning poles, etc. on the electronic form.

Be advised fireworks are against Deed
Restrictions and strongly discouraged, for the reasons
mentioned below. Where addresses can be identified,
we will send letters to the property owners asking
them to cease this type of action and/or to clean up
the trash debris.
Be considerate of your neighbors who
may have babies trying to sleep or the sick who are
trying to rest. County Constables will enfoce disturbing
the peace violation if Fireworks after discharged after
10pm.
The Association has put up "No
Fireworks" signs throughout the subdivision as
well as announcements in the Cinco Spirit and on the
Cinco Ranch website in hopes that this will be a deterrent
to the Homeowners violating this restriction.

and address where the offense took place.

As a resident of Cinco Ranch, you live in one of the recently completed premier master planned communities in West Houston. There are many reasons that homes are bought here, including the quality of our school system, amenities of the community, and the safety and beauty of the development. If you would like these features of Our community to continue into the future, then read on!
As Residents, it is an exciting time for Cinco Ranch because it will soon become a Resident-run community With the completion of the new construction on the west side of Cinco Ranch, the developer is leaving the operations of the community to a Resident run Board of Directors, the property management office, and a Neighborhood Representative Committee (NRC).
To best assist with this evolution, the current Board of Directors and NRC have amended the governing documents for the community to recognize smaller, more manageable neighborhood units, each with a size of approximately 300 or fewer homes.
Whether you are a new or long-term resident of this community, if you have a broad view of community issues and have been contemplating taking a role in keeping our community "the best in the West", then this is an opportunity for you.
Within each smaller neighborhood unit we will need three representatives to fill the NRC The minimum time commitment will be 1.5 hours per month at a monthly committee meeting Depending on sub-committee involvement and Board Meeting attendance, the maximum time commitment is about 10 hours per month, with the typical commitment probably closer to 3-4 hours per month.
This committee plays a key role in the governance of Cinco Ranch It:
- Makes recommendations to the board on matters of importance to the community
- Elects board members as terms expire
- Initiates amendments of' governing documents as deemed necessary by the group, and
- Represents the issues and feedback of Residents to the Board of Directors and the Property Management office
We all have enjoyed watching Cinco grow into the great community it has become today In many ways, the Developer has helped smooth out issues as the community has grown both financially and as a resource for people when needed Soon this help will be gone This is not a time to wait for others to step in. Please strongly consider running for the NRC and representing your neighborhood on the committee as it makes decisions regarding the community's future, Put the "neighbor" back into "neighborhood" and lets all keep this a thriving, safe, and successful community of which we are proud to be a part.

PLEASE BE COURTEOUS WHEN PARKING YOUR VEHICLE:
Please be cautious when parking your vehicle to attend swim meets and during recreational swim. Cars should not be parked near subdivision entrances or intersections or any place they may cause blind spots. Children running between cars is a big concern. Also larger vehicles obstruct the view and should be parked further away from intersections.
If there are only two lanes of traffic, you should not park cars across from each other on both sides of the street. This is not safe for cars trying to drive through as it creates one lane of traffic. Emergency vehicles often times have difficulty getting through under those circumstances.
If there is a school near the pool, please use their parking lot to prevent potential hazards. We appreciate any help we can get in this matter. We want to keep our neighborhoods safe. |

Gator Etiquette
Alligators are smart. To be safe around them, be sure to:
- Stay at least 30 feet away.
- Stay out of the water and avoid low banks.
- Keep dogs on leashes under adult control.
- Keep an eye on children.
- ALERT: Never feed or tease alligators.
- Avoid baby alligators and piles of rotting vegetation, which may be alligator nests.

Parking in the Street

Recently it has come to our attention that we are having an excessive number of vehicles being parked on the streets in Cinco Ranch. Be aware that although it is a violation of the Deed Restrictions, a more significant justification for not parking in the streets and asking for your assistance, is in regard to emergency situations in the neighborhood. To assure rapid response time, should an emergency situation arise, the Fire Department and Emergency Medical Services must have clear right of way. Unfortunately, when there are a number of vehicles parked in the street the emergency vehicles are having some trouble getting down the streets in the area due to vehicle parking. While it is understood that during certain events vehicles parking on the street is an unavoidable circumstance, when vehicles are occupying both sides of the street it is almost impossible for fire apparatus and ambulances to have enough clearance to safely maneuver. This can, in some instances, cause a significant delay in their response and ability to reach those in need in a timely manner. To assist them in their endeavor, to rapidly assist those in our community that have a need for emergency services, we ask that you refrain from parking in the streets. Your assistance in this matter would be greatly appreciated by the Fire Department, EMS, and those that have requested and are in need of such services. |

Crape Myrtle Maintenance
While out on property I have noticed that many Residents of Cinco Ranch spend a good amount of time grooming their Crape Myrtles. One common maintenance technique that seems to be forgotten is sucker pruning. Suckers are small limbs that grow off of the bottom portion of the plant or from the roots and should be removed as they appear. Removing these suckers keeps your Crape Myrtle looking like a tree rather than a large bush and it also allows proper air flow to the bottom of the tree. Once you have established the desired canopy height and shape, any new growth that appears below that point should be removed. If allowed to continue growing, suckers will become large limbs or trunks and the structure of the tree will become over crowded.
Whenever you are out working in the yard and maintaining your landscaping, spend a few extra minutes and pinch off the suckers on your Crape Myrtles. This will prevent any overcrowding in the trunks and allow the plant to use its energy to promote new growth in other areas and a more beautiful bloom.
