About Cinco Ranch HOAs and Amenities

With the opening of the new Community Center at Spring Green Blvd. and Springwood Lake Dr. coming up in May, CincoRanchConnects.com has received a number of inquiries from residents about who will be able to use this new amenity, based on where they live in the community. This post, therefore, will hopefully clarify the footprints of the two Home Owners Associations (HOAs) serving Cinco Ranch and how they affect resident use of access-controlled amenities such as the new Community Center. Like many large-scale master-planned communities, Cinco Ranch has more than one Homeowners Association, which has the benefit of giving homeowners a collectively stronger voice about issues affecting them closest to home in their individual neighborhoods. The Cinco Residential Property Association (“Cinco I”) includes all neighborhoods and amenities located east of Katy-Gaston Rd., while the Cinco Ranch Residential Association II (“Cinco II”) includes all neighborhoods and amenities located west of Katy-Gaston, where the majority of new-home construction is now taking place. Currently, members of the Cinco II HOA are entitled to use Cinco I HOA amenities, under an amenity sharing agreement which involved a payment made by Cinco II to Cinco I in order to cover the cost of the use. This agreement, which expires at the end of 2008, was a temporary measure to provide residents living west of Katy-Gaston with access to amenities, at a time when no facilities existed in the Cinco II HOA. The agreement was not designed to be for reciprocal use or payment by Cinco I to Cinco II, so members of Cinco I HOA will not be able to use their access cards at Cinco II HOA amenities such as the new Community Center. While this is the amenity-use situation as it currently stands, negotiations between the Boards of Directors of the two HOAs are actively under way to reach an overall amenity-sharing agreement whereby members of both Cinco Ranch HOAs will be able to use all access-controlled amenities within the community. It is not possible to say that any agreement reached by the Boards will be permanent, however, because future boards of either or both HOA could possibly decide to revise any agreement based on resident input at the time. CincoRanchConnects.com will post updates as they become available. In the meantime, regardless of which HOA residents belong to, they are welcome to use all non-access-controlled amenities throughout the community, such as trails, parks and playgrounds.

Help Keep Our Street Lights On:
All Cinco Ranch residents pay a maintenance fee, a large part of which is spent on electricity to light our streets. Each streetlight costs the Cinco Ranch Associations approximately $30 dollars a month. This fee is billed to us whether the streetlight is working or not. If you see a streetlight burned out, please help us by getting an address, or intersection, & the number on the streetlight pole. You should fill out the form available at: http://cnp.centerpointenergy.com/outage

You can call this information to Centerpoint at 713-945-3213, but the electronic form is much faster as you won' be put on "hold". You can also report dim lights, leaning poles, etc. on the electronic form.

Fireworks are against deed restrictions

Fireworks Enforcement

Be advised fireworks are against Deed Restrictions and strongly discouraged, for the reasons mentioned below. Where addresses can be identified, we will send letters to the property owners asking them to cease this type of action and/or to clean up the trash debris. As required under the Texas Property Code, the Property Owner has to be given an opportunity to cure the violations, or, the opportunity to request to a hearing within 30 days of the date listed on the letter.

The Association has put up "No Fireworks" signs throughout the subdivision as well as announcements in the Cinco Spirit and on the Cinco Ranch website in hopes that this will be a deterrent to the Homeowners violating this restriction.

As a resident of Cinco Ranch, you live in one of the recently completed premier master planned communities in West Houston. There are many reasons that homes are bought here, including the quality of our school system, amenities of the community, and the safety and beauty of the development. If you would like these features of Our community to continue into the future, then read on!

As Residents, it is an exciting time for Cinco Ranch because it will soon become a Resident-run community With the completion of the new construction on the west side of Cinco Ranch, the developer is leaving the operations of the community to a Resident run Board of Directors, the property management office, and a Neighborhood Representative Committee (NRC).

To best assist with this evolution, the current Board of Directors and NRC have amended the governing documents for the community to recognize smaller, more manageable neighborhood units, each with a size of approximately 300 or fewer homes.

Whether you are a new or long-term resident of this community, if you have a broad view of community issues and have been contemplating taking a role in keeping our community "the best in the West", then this is an opportunity for you.

Within each smaller neighborhood unit we will need three representatives to fill the NRC The minimum time commitment will be 1.5 hours per month at a monthly committee meeting Depending on sub-committee involvement and Board Meeting attendance, the maximum time commitment is about 10 hours per month, with the typical commitment probably closer to 3-4 hours per month.

This committee plays a key role in the governance of Cinco Ranch It:

  • Makes recommendations to the board on matters of importance to the community
  • Elects board members as terms expire
  • Initiates amendments of' governing documents as deemed necessary by the group, and
  • Represents the issues and feedback of Residents to the Board of Directors and the Property Management office

We all have enjoyed watching Cinco grow into the great community it has become today In many ways, the Developer has helped smooth out issues as the community has grown both financially and as a resource for people when needed Soon this help will be gone This is not a time to wait for others to step in. Please strongly consider running for the NRC and representing your neighborhood on the committee as it makes decisions regarding the community's future, Put the "neighbor" back into "neighborhood" and lets all keep this a thriving, safe, and successful community of which we are proud to be a part.

PLEASE BE COURTEOUS WHEN PARKING YOUR VEHICLE:

Please be cautious when parking your vehicle to attend swim meets and during recreational swim. Cars should not be parked near subdivision entrances or intersections or any place they may cause blind spots. Children running between cars is a big concern. Also larger vehicles obstruct the view and should be parked further away from intersections.

If there are only two lanes of traffic, you should not park cars across from each other on both sides of the street. This is not safe for cars trying to drive through as it creates one lane of traffic. Emergency vehicles often times have difficulty getting through under those circumstances.

If there is a school near the pool, please use their parking lot to prevent potential hazards. We appreciate any help we can get in this matter. We want to keep our neighborhoods safe.

Water Park Slides - USE RESTRICTIONS

No one under the height of 42 INCHES will be allowed to use the slides.

The 42" height restriction placed upon persons using the Water Park Slides is for the safety of the Water Park participants. A multitude of website and research has helped guide this decision for the benefit of the Residents.

Some of the wildlife that is indigenous to our area includes alligators, wild feral hogs, bob cats, coyotes, snakes, etc. Should you have questions regarding area wildlife, you may contact the Fort Bend County Game Warden at 281-842-8100

Gator Etiquette
Alligators are smart. To be safe around them, be sure to:

  • Stay at least 30 feet away.
  • Stay out of the water and avoid low banks.
  • Keep dogs on leashes under adult control.
  • Keep an eye on children.
  • ALERT: Never feed or tease alligators.
  • Avoid baby alligators and piles of rotting vegetation, which may be alligator nests.

Parking in the Street

Recently it has come to our attention that we are having an excessive number of vehicles being parked on the streets in Cinco Ranch. Be aware that although it is a violation of the Deed Restrictions, a more significant justification for not parking in the streets and asking for your assistance, is in regard to emergency situations in the neighborhood. To assure rapid response time, should an emergency situation arise, the Fire Department and Emergency Medical Services must have clear right of way. Unfortunately, when there are a number of vehicles parked in the street the emergency vehicles are having some trouble getting down the streets in the area due to vehicle parking. While it is understood that during certain events vehicles parking on the street is an unavoidable circumstance, when vehicles are occupying both sides of the street it is almost impossible for fire apparatus and ambulances to have enough clearance to safely maneuver. This can, in some instances, cause a significant delay in their response and ability to reach those in need in a timely manner. To assist them in their endeavor, to rapidly assist those in our community that have a need for emergency services, we ask that you refrain from parking in the streets. Your assistance in this matter would be greatly appreciated by the Fire Department, EMS, and those that have requested and are in need of such services.

Crape Myrtle Maintenance

While out on property I have noticed that many Residents of Cinco Ranch spend a good amount of time grooming their Crape Myrtles. One common maintenance technique that seems to be forgotten is sucker pruning. Suckers are small limbs that grow off of the bottom portion of the plant or from the roots and should be removed as they appear. Removing these suckers keeps your Crape Myrtle looking like a tree rather than a large bush and it also allows proper air flow to the bottom of the tree. Once you have established the desired canopy height and shape, any new growth that appears below that point should be removed. If allowed to continue growing, suckers will become large limbs or trunks and the structure of the tree will become over crowded.

Whenever you are out working in the yard and maintaining your landscaping, spend a few extra minutes and pinch off the suckers on your Crape Myrtles. This will prevent any overcrowding in the trunks and allow the plant to use its energy to promote new growth in other areas and a more beautiful bloom.

Cinco Dads and Their Teams were all Winners at the Cinco Ranch Father's Day Weekend Fishing Tournament!

Thanks to the Cinco Ranch POA, Direct Energy, Larry Bozka, CCA Texas-Katy Chapter, I.F. Anderson Farms, Academy® Sports & Outdoors, and CincoRanchConnects.com, the Cinco Ranch Father's Day Weekend Fishing Tournament was a wonderful event with over 2,000 total inches of fish caught!

On Saturday, June 16th, Cinco Ranch once again held its Father's Day Fishing Tournament spanning three of the Cinco lakes: both lakes by the Beach Club and the lake at Lake Pointe Park. Fishing started at sun-up with several teams taking advantage of an early start. If you were one of the early risers, you may have heard saltwater fishing expert and Texas angler, Larry Bozka, speaking with Capt. Wayne Vinton, host of the SportsRadio 610 Outdoor Show on Houston radio station KILT SportsRadio 610 AM, as Larry mentioned our Annual Cinco Ranch Father’s Day Weekend Fishing Tournament several times during his live “call-in” to the show.

Team Check-out was between 9 am until 10:30 am, in order for everyone to gather at the Beach Club Office for the presentation of trophies, awarding of all the prizes, and especially meeting with Larry Bozka. We were treated to a great hands-on knot tying clinic where Larry walked everyone through tying several different specialized fishing knots. After the presentation of awards, we were doubly-treated as Larry Bozka and artist Mark Mantell autographed copies of the newest edition of Texas Parks and Wildlife and the Texas Sporting Journal featuring Larry's articles and Mark's artwork. Be sure to visit their websites at www.coastalanglers.com and www.markmantell.com for great tips and artwork featuring the Texas Gulf Coast but also fishing and birding in many other wonderful and exciting places. The remaining (unautographed) copies of these journals are available while supplies last at the HOA office. Also, before he left, Larry presented the community of Cinco Ranch with his own artwork, a signed and framed photograph of an awesome Texas Redfish. Please enjoy this beautiful piece of art which is now located in your HOA office at 4025 S. Mason Road.

Cinco Ranch was fortunate to have the extreme generosity of its sponsors, who provided volunteers as well as great give-a ways. Top prizes were awarded based on cumulative inches caught with no tie breakers necessary. The Tide membership was a door prize drawing from all youths entering the drawing following the awards presentation at the Beach Club. IF Anderson Farms made certain we didn't have to fish just with hot dogs, and they shipped in 500 dozen black salty minnows from Brenham delivered Saturday morning just for the tournament! Everyone could fish using these minnows as live bait from the coolers near each check-point and bag them up to take them to their fishin' spot.

James Harle, President Katy Chapter CCA, and Katy Chapter CCA members and Cinco Residents Mark Curtis and Preston Roobaert, were at the lakes along with resident event volunteers, Brennan Pedigo and Lori Curtis. Rexanne East, with Community Private Networks, visited each tournament lake location to take photos for our Cinco fishing teams.

Beach Club, big lake: 1st Place Team Reese (Bill, Terry, and children Sara (12 years old), Lauren (10 years old), and Lindsey (8 years old), and, 2nd Place Team Dillard (Dave and Darby), and largest fish caught: 1st Place Phillip Blest and 2nd Place Team Kirk.

Each of our fist place Teams received a Saltist off-shore reel and our second place Teams won a Spydercast spincast rod/reel combo, all complements of Larry Bozka. Those present at the awards for First and Second Place Winners of the largest fish at the two tournament lakes each won a CCA cap donated by Katy Chapter CCA. Unfortunately, one winner of the largest fish was not present to receive their CCA cap so a lucky winner of the donated item was given out by door prize drawing so all prizes were able to be awarded! A Katy Chapter CCA Tide Membership (benefits include one year subscription for Rising Tide newsletter, logo patch and decal, iron-on T-shirt transfer, a redfish sticker, and entry to Texas S.T.A.R. tournament) was awarded by President James Harle. James also brought information about CCA and how to join. Additional door prizes were drawn for several Cinco Ranch memo holders featuring a little "Nemo"-like fish, perfect prizes donated by CincoRanchConnects.com for a fishing tournament memento!

The largest fish caught during the tournament was a 21" bass caught at the beach club lake by Phillip Blest, so folks, keep fishing, there are some big fish out there in Cinco Ranch!

In addition to the top prizes, packages of lures as well as a water bottles were available at each fishing tournament lake donated by Academy® Sports & Outdoors. Tournament Sponsor Direct Energy also brought "Fans in a Can" (motorized glow in the dark personal misting fans) as well as energy efficient 60 watt lightbulbs. Larry Bozka also brought packages of Tru-turn hooks. All of these were provided by our sponsors as thank you prizes for of the participants. The good folks with the Katy Chapter of CCA brought lots of literature and provided volunteer help during tournament.

The Cinco Ranch Property Owners Association hopes that each participant walked away with great memories of their fishing tournament in the lakes of Cinco Ranch.
